Paraguay Investor Pass (Res. MIC 283/2026): Direct Permanent Residency for Investors, Explained

What the Investor Pass is and why it changes the game

Since Law 6984/22 came into force, foreigners can no longer apply for permanent residency in Paraguay as a first step: the standard route is a 2-year temporary residency followed by a change of category. Resolution MIC N.º 283/2026, issued by the Ministry of Industry and Commerce (MIC), created a formal exception for investors, branded the Paraguay Investor Pass.

In short: a foreigner who makes a qualifying investment obtains an Investment Certificate (CIE) through the SUACE single window and files directly for permanent residency, receiving a 10-year card and the cédula without waiting two years. The programme is designed to attract productive capital, so the conditions are stricter than the old “bank deposit” route that disappeared in 2022.

The four investment routes and minimum amounts

The resolution sets a minimum investment per investor (not per family) in one of four categories:

  • Productive investment — from USD 70,000. Incorporation of a Paraguayan company (usually an EAS), a formal business plan and a commitment to create at least 5 jobs. This is the most accessible route for entrepreneurs and SMEs.
  • Tourism investment — from USD 150,000. Hotels, lodging, gastronomy or tourism services, with a business plan and local employment.
  • Securities — from USD 200,000. Instruments traded on the Bolsa de Valores de Asunción (BVA), with certified custody and the capital maintained during the required period.
  • Real estate — from USD 200,000. Property acquired for commercial or rental purposes; a home used exclusively by the family does not qualify.

At least 30% of the capital must be effectively disbursed when the file is opened, and the remainder must be documented in a verifiable way (contracts, bank transfers, deeds). The MIC may audit compliance, and the business plan is not a formality: it is reviewed.

Step by step: from investment to 10-year card

  1. Structuring. Choice of route, vehicle (EAS, personal purchase, brokerage account) and origin-of-funds documentation. This is where most files are won or lost.
  2. SUACE file and Investment Certificate (CIE). The MIC issues the certificate through SUACE in about 5 business days once the file is complete.
  3. Personal documents. Apostilled birth and civil-status certificates, criminal record from the country of origin and, in Paraguay, Interpol and National Police certificates; sworn translations where needed.
  4. Filing at Migraciones. Permanent residency application under the investor category. The administrative phase typically takes 90 to 120 days.
  5. Card and cédula. Collection of the permanent admission card and application for the Paraguayan cédula.

Government fees at Migraciones are Gs. 2,926,925 for permanent residency plus Gs. 234,154 for the residency certificate (scale in force since 1 July 2026).

Tax advantages linked to the Investor Pass

The most relevant tax feature is the dividend tax (IDU): distributions from a Paraguayan company are taxed at 8% for tax residents instead of 15% for non-residents. Combined with the 10% corporate tax (IRE) and Paraguay’s territorial system, in which foreign-source income is generally not taxed, the effective burden for an investor who becomes a tax resident is among the lowest in the region.

Tax residency is not automatic: it requires registering a RUC with the DNIT and, as a rule, spending at least 120 days a year in the country. Migration residency and tax residency are separate decisions and should be planned together.

Keeping the residency: presence, family and exit

  • Presence: permanent residency is kept by entering Paraguay at least once every 3 years (one entry of at least one day). There is no minimum stay.
  • Family: spouse and dependent children can be included as dependents of the investor, with their own personal documents.
  • Maintenance of the investment: the capital must remain invested for the period defined by the MIC; early liquidation may lead to review of the residency.
  • Citizenship: permanent residents may apply for naturalisation after 3 years, subject to effective residence and other requirements. The Investor Pass does not shorten that period.

Investor Pass vs temporary residency: which one makes sense?

The Investor Pass is worth it when you were going to invest anyway and want the permanent status, the 10-year card and the 8% IDU from day one. If your goal is simply to relocate, work remotely or retire, the temporary residency (a few thousand dollars in total costs, no investment) followed by the change of category after two years is cheaper and equally solid.

No. Naturalisation still requires 3 years of permanent residency plus effective ties to the country; the Investor Pass only removes the initial 2-year temporary stage.
