How Much Does Paraguay Residency Cost in 2026? Government Fees, Documents and Legal Fees

Residency & Immigration 4 min read

The three layers of cost

Every Paraguay residency budget has three layers: government fees paid to the Dirección Nacional de Migraciones (DNM) and the National Police, document costs generated in your country of origin and in Paraguay (apostilles, sworn translations, notarised copies, certificates), and, if you use one, the legal service that prepares, files and follows the case. The first layer is fixed and public; the other two depend on your country, your family size and how much of the process you want to delegate.

Official DNM fees in force since 1 July 2026

Decree 6225/2026 and DNM Resolution 478/2026 set the current scale, expressed in minimum daily wages (jornal: Gs. 117,077). The main items for a resident are:

Procedure (DNM)Daily wagesCash (Gs.)
Permanent residency (incl. change of category)252,926,925
Temporary residency Law 6984/22 (incl. precarious residency)252,926,925
Temporary residency Mercosur Agreement202,341,540
Residency certificate (Certificado de Radicación)2234,154
Extension of temporary residency111,287,847
Replacement of resident card5585,385
Renewal of permanent resident card (every 10 years)4468,308
Fine for overstaying6702,462

Card payments carry a 2%–3% surcharge plus VAT. In practice, a first temporary residency costs Gs. 3,161,079 (residency plus certificate), roughly USD 400 at current rates; the same applies to permanent residency by change of category or as an investor.

Police and cédula fees

Once the residency is granted, the cédula adds small amounts: Gs. 8,500 for the first card of a foreigner and Gs. 24,500 for the police record certificate, plus the Interpol report and the Certificado de Vida y Residencia. Budget the equivalent of USD 20–40 for this block, excluding notarised copies.

Documents: where the real variation is

  • Apostilles in your country of origin: from free (some Latin American registries) to EUR 20–80 per document in Europe or USD 20–50 in the United States. A single applicant needs at least the birth certificate and the criminal record; married applicants add the marriage certificate.
  • Sworn translations into Spanish by a translator registered in Paraguay: typically USD 25–60 per page; documents in Portuguese are exempt.
  • Notarised copies at a Paraguayan escribanía: a few dollars per page.
  • Local certificates (Interpol, National Police, Vida y Residencia): low fees, but they are valid 90 days, so a badly sequenced file pays them twice.
  • Travel and stay for the biometric appointment, unless you use the remote residency route with a power of attorney for the preparatory steps.

For a single applicant from Spain, Italy or Germany the document block usually lands between USD 250 and 600; a family of four can double or triple that.

A full legal service covers eligibility analysis, document checklist by country, review of apostilles and translations before you travel, obtaining the local certificates in the right order, filing at DNM, follow-up until approval, and coordination of the cédula and, if needed, the RUC. At Legal Migration Paraguay our temporary residency and permanent residency packages start from the prices published on our fees page, and government fees are always itemised separately so you can see exactly what goes to the State.

Sample budgets by route (single applicant, 2026)

  • Temporary residency (general regime): DNM Gs. 3,161,079 (~USD 400) + documents USD 250–600 + cédula block USD 20–40 + legal fees.
  • Temporary residency under the Mercosur Agreement: DNM Gs. 2,575,694 (~USD 330) + documents (often cheaper: no translation for Brazilians) + cédula + legal fees.
  • Change of category to permanent (after 2 years): DNM Gs. 3,161,079 + local certificates + new cédula + legal fees; foreign documents usually not needed again.
  • Investor Pass: same DNM fees as permanent residency, plus company or investment costs and the SUACE file; the qualifying investment itself (from USD 70,000) is capital, not a fee.

Hidden costs to avoid: fines for late filing (Gs. 702,462), re-doing expired local certificates, and re-apostilling documents rejected for translation errors.

What are the most common unexpected costs?
